Rail Trade & Investment Opportunities in Colombia


Colombia is South America’s fourth largest economy with a population of 49 million people in 2018, with stable economic growth, democratic governance and a trade platform with over 16 Trade Agreements making Colombia an attractive location for UK companies.

Why Colombia Now?

Colombia’s current US$70bn infrastructure expansion programme has three key objectives: promoting foreign trade, fostering regional development and ensuring broader government reach. The programme includes US$3.3mn to catalyse further private investment to recover 1,769 km of the country’s railway network. With support from the Inter-American Development Bank (IDB), the government is finalising a National Rail Master Plan (NRMP) that, among other things, highlights the first round of prioritised rail projects.

Most of Colombia’s railways were abandoned during the 50-year conflict and the country no longer has the experience nor the expertise to revive the network. Colombia is therefore looking to external partners for support. The Colombia PF Programme, working directly with the Ministry of Transport and the National Infrastructure Agency (ANI), will finance feasibility studies for up to four of the NRMP priority projects and detailed design and structuring for up to 2 rail projects. As Colombia’s railways are narrow gauge, originally built by British companies, the UK has an edge over European competitors such as the Spanish and French. Two rail management companies from the UK are already present in Colombia, Sloane Energy (operational) and Holtrade Atlantico (preparation phase).  The projects that has been selected so far are the following:

-Bogota Zipaquira Commuter Rail

-Antioquia Multimodal Train System

-Cali Commute Rail

-Caribbean Rail
