Technical Specifications for Interoperability (TSI)
The Technical Specifications for Interoperability (TSI) can be traced back to 1996 when the European Parliament and European Commission jointly adopted directive No 96/48/EC on the interoperability of the European high speed railway system, followed in 2001 by directive No 2001/16/EC on interoperability of the European conventional railway system and a number of subsequent modifications.
The technical fragmentation of rail networks is seen as a major handicap to greater EU development and the overall aim of the Technical Specifications for Interoperability (TSI)' is to create a trans-European railway system which will enable the safe and uninterrupted movement of trains across the EU regardless of borders and administrations, whilst maintaining the required and specified levels of safety and performance, which in itself will be reliant upon regulatory, technical and operational conditions being met.
